Private Sale Question
I want to buy one of my buddies' handguns. I am a DE resident and he is a PA resident. Both of us have CCW permits from our respective home states. Can we just do the deal and be finished, or do we have to go to a FFL to do the paperwork? If we have to go to a FFL, would it be simplest and cheapest to have him go to a FFL in DE?

INTERstate firearm (handgun) transfers have to be processed in the BUYERS home state via an FFL

Because YOU are buying the handgun, it must be transferred by a FFL in DE. (Federal law).
If you can find a FFL that will accept the gun by your friend bringing it to DE, then he can drive down and you can do the transfer. Otherwise you have to find a FFL that will accept a shipment from a non-FFL or get a FFL in PA to ship it to your FFL in DE.Ron USAF Ret E-8 FFL01/SOT3 NRA Benefactor Member
