IANAL but from what i remember reading a Pa DL is good enough for the Sheriff to establish residence for a LTCF. So when he comes back home with his Pa DL you should be good to go to return the firearm. as long as he is still allowed the have one.

The Federal law is quite explicit (see my previous post) as to one's state of residency when interpreting 18 USC CH 44. Transfers between principals of differing "states of residence" without an FFL is a violation (excepting loans for 'sporting purposes' and pursuant to an estate distribution).
A state's definition of residency, which BTW the UFA does not provide, has no effect on the Federal law.IANAL
