The reason why I'd ask is because I keep getting different answers with the bicycle question. Nothing I read explicitly states bicycles as a means of conveyance and requiring a LCTF. I had assumed they referred to motor vehicles.

A bicycle is a vehicle for the purpose of the UFA, regardless of what any LEO tells you. The relevant definition of "vehicle" applicable to the UFA was already quoted above, in post 23.

1 Pa C.S. § 1991. Definitions.

The following words and phrases, when used in any statute finally enacted on or after September 1, 1937, unless the context clearly indicates otherwise, shall have the meanings given to them in this section:

"Vehicle." A conveyance in or on which persons or property may be carried.

While we can discuss the oddity of using a skateboard as a means of transport, it certainly accomplishes the task, and the law makes no exception for occasionally putting your foot on the ground.

It is quite common to see adult Amish using non-motorized scooters for transportation here in Lancaster county. Also, I have seen reports of people being arrested for Biking under the Influence, mostly in college towns.
