A bicycle is a vehicle for the purpose of the UFA, regardless of what any LEO tells you. The relevant definition of "vehicle" applicable to the UFA was already quoted above, in post 23.
1 Pa C.S. § 1991. Definitions.
The following words and phrases, when used in any statute finally enacted on or after September 1, 1937, unless the context clearly indicates otherwise, shall have the meanings given to them in this section:

Yep, that's what I was talking about. Now put a bearded 50-60 year old on it instead of the kid and you'll do a double take the first time you see one!
