Default Law regarding FFL receiving fireams

I haven't been able to get an answer from my FFL or other sources on this. Can PA FFL dealers receive firearms from private parties, both in-state and out-of-state? Neither my LGS or my FFL are willing to do so. I would like to know the law. References will be greatly appreciated.

    Thanks,
    Al

Ok, here is the link to the PDF keep in mind it is soly upto the FFL holder to decide if they wish to except firearms from a non-licencee.

I do it but others in the area refuse too. All I require is a copy of the senders drivers license so that I can put the firearm in my books and have something to give ATF if the firearm turns out to be stolen. I personaly verified it with ATF and YES it is perfectly legal to do. The sender just needs to make sure the firearm is shipped under the proper guidelines ie: a handgun is shipped next day air thru UPS.

I think section (B9) will give you what you are looking for.
