The receiver extension is the commercial size, which means it will only accept commercial size stocks. The buffer has no weight listing, per website.

What is the manufacturer of the AR?

Will it manually cycle the rounds from the mags? If so you can pretty much rule out the mags. I concur with it being a gas issue. Remove the bolt and inspect the "key" for looseness. A "loose key" is a pretty common issue.

If it's loose, tighten it down. Make sure that when the bolt closes the key doesn't bind on the gas tube (it shouldn't touch it at all) and then, if you have the skills, "stake" the bolts so they don't come loose again.

The upper is made by JD Machine
The lower is an Aero Precision Multi-Caliber

They were purchased separately, fully assembled - minus the buffer tube, stock, etc.

    It will manually cycle, yes.

Usually a complete upper would be tested at the factory before it is sent out. I would work from the stock end then move towards the upper.

The other problem with under gas could be a mis-aligned FSB (or low profile gas block), or too small gas port. Most likely the buffer is a carbine wt.

One thing that I haven't seen asked here is this: With an empty mag in the gun, will the bolt lock back properly if pulled back by hand? The bolt should lock completely behind the bolt catch (bolt catch "catches" on the bolt face, not on the bottom edge of the carrier).

My first thought when I started reading this thread was that this is a carbine with a rifle length buffer spring installed. There are a lot of other good ideas in this thread to check, but when I read that the buffer, buffer tube and stock were purchased separately, it reenforced my thought of the wrong spring installed. This will also cause short cycling, giving similar results.

    Just something else to check.

Reset the gas block with feeler gauges.

The recoil spring in an AR15 is the same for a rifle or carbine. The difference would be in the buffer and buffer tube. Please research your facts before posting advice, especially when someone is having a problem with their gun.

Thought I'd do a little research and look up the actual numbers for you.

    From the Technical Manual:
    ARMY TM 9-1005-319-23&P

Action spring free length should be:

    RIFLE:
    11 3/4 Inches (29 85 cm) minimum to
    13 1./2 inches (34 29 cm) maximum

    CARBINE:
    10 1/16 inches (25.56 cm) minimum to
    11 1/4 inches (28.58 cm) maximum
