there will be a 2nd Amendment Rally in Harrisburg, Pa. and want to know if you can open carry there? and can you stand at the Capital Buildings ground with a gun???

Pretty sure the answer is yes. You can't go into any Federal buildings.

Or any building that meets the definition of a "court facility" - which the Capitol building is. You can carry outside on the grounds and on public domain, but you have to check your weapons if you want to enter the PA Capitol building.

State Capitol Building is in a Federal Gun Free School Zone . There is a K-8 within 250 feet.

18 USC 922(q) requires LTCF to have firearm there.

yes; OC legal in general where not otherwise prohibited; school address previous identified inclusing address.

Again note that, due to GFSZA, a PA LTCF is required for firearm possession unless locked/unloaded.
