Powder Storage
Does anyone know how much powder is allowed to be stored in a private dwelling in PA ? Or is there a link to read up on this ? Thanks ! !

It's nobody's buisness how much powder you do or don't have.
My reloading or blackpowder needs may not be the same as the next guy.
However I think you owe it to yourself and the members of your household (& local FD) to store it in a fire cabinet just to be safe.
If you want the complicated route...contact your local zoning officer, get Enginered stamped design modifcations to your powder storage room complete with blast wall, sprinkler system, & any other requiremnets as mandated by Internation Building Code & the National Fire Protection Agency.

Don't know about any state in particular but this has always been around:
"10-3.7 Smokeless propellants intended for personal use in quantities not exceeding 20 lb (9.1 kg) may be stored in original containers in residences. Quantities exceeding 20 lb (9.1 kg), but not exceeding 50 lb (22.7 kg), may be stored in residences if kept in a wooden box or cabinet having walls or at least 1-inc. (25.4-mm) nominal thickness."

What I can find is PA only has laws for Explosives.

Explosive—A chemical compound, mixture or device that contains oxidizing and combustible materials or other ingredients in such proportions or quantities that an ignition by fire, friction, concussion, percussion or detonation may result in an explosion.
(i) The term includes safety fuse, squibs, detonating cord and igniters.
(ii) The term does not include the following:
(A) Commercially manufactured black powder, percussion caps, safety and pyrotechnic fuses, matches and friction primers, intended to be used solely for sporting, recreational or cultural purposes in antique firearms or antique devices, as defined in 18 U.S.C.A. § 921 (relating to definitions).
(B) Smokeless powder, primers used for reloading rifle or pistol cartridges, shot shells, percussion caps and smokeless propellants intended for personal use.
