You can either use a sling to stabilize it, or, as I mentioned, place the tube against your cheek - essentially the same as you would with a stock, but with nothing contacting your shoulder.

I just found this video in 2 seconds, so there are certainly better vids on the topic (and some stuff he mentions is outdated), but he does show these methods being used.

I would double check this. It's my understanding that shouldering even with a buffer tube is agaist the atfs interpretation of the rules so the answer would be yes it is illegal in their eyes.
