Management. Some items will all go on clearance (clothes, bath towels, etc) as seasons change, but they don't all get marked down at the same time or to the same prices.
I've picked up T shirts for $1 and gone to another store and they were either not yet marked down, or they were $3.

Actually, I've been informed that some items are even priced differently (regular price) at different stores, which seems odd.
