FFL papers for what? if you are talking about a c&r, you should have no problem.
i don't get what zoning laws have to do with it.

If the applied for license is not a c&r and a class 1 or 3, zoning laws have have much to do with it. The scheme of notifying local governments of one's plan for an FFL, operating a firearms business, is how clinton reduced the number of FFL by at least 1/2. When a ffl class 1 is applied for, the ATF notifies the township or borough that has jurisdiction of the planned business address. If an individual is operating his gun business out of a property or building that is not zoned commercial, the local governments will squak to the ATF stating that the business will be operated contrary to zoning laws. The ATF then denies the applicant his license.

There was a day, before clinton, that the majority of ffl holders were operating out of their houses, zoned residential, which was contrary to zoning. The local governments were not notified of the intent and things went along just fine. Even the FFLs, who were operating contrary to zoning laws prior to clinton, were put out of business upon renewal time when the townships got notification of the kitchen table businesses. Now, there were hearings scheduled by the in house dealers seeking a zoning varience and as long as neighbors didn't complain, in most cases, the varience was granted. One's neighbors were notified by the local governments of the zoning hearing date. Of course, such variences could be granted with the help of such political connections.

Good luck, my county would not let me due to their zoning laws. I could have applied for a varience but I could tell after talking to the people they were not educated on the subject nor wanted to be.
