    What do you think? Would it be OK to bring and to use one of those beach umbrellas on a rainy day?

    As long as you don't bother or interfere with anyone else I see no reason why not.

    Make sure that it's well anchored if you do. The last thing anyone needs is to have that thing carried downrange by a rainy gust.
