    Default NY resident able to buy Pre-Ban in PA?

    A friend of mine wants to purchase a Colt Sporter Carbine, or a "Pre-Ban" lower in PA because the prices aren't nearly as high as they are in NY. (your talking $2500 for a Colt Sporter in NY.) He also wants to purchase some Pre-ban magazines while he's here because again, it's cheaper. Is this at all legal for a NY resident to do?

    I don't want him getting into any trouble, so I'm trying to find out what I can from folks that are better informed then I am. Thanks for any pointers!

    Edit: I should add, I do know it's legal for a NY Resident to own and buy Pre-ban items, but the question is can they buy from out of state.

    I'll sell him one for $2400. That's a $100 savings. It's got about 300 rounds through it, easily confirmed by inspection. Through an FFL in PA obviously.

    As long as your friend meets all the owning/buying requirements levied by the state of New York, he can buy a long arm from any FFL in the US.

    Alright thanks! Luckily he's from upstate more, not that socialist hole they call NYC! The state itself lives much differently from the city!

    If he is a state resident and not a resident of NYC or the city of Rochester he is ok.

    I don't think (not 100% sure) federal law specifies any details about NYC residents anywhere. I think it goes like this: if you ok to have this particular long firearm in your STATE you are ok to buy it in other state ffl.

    Now some stores can deny you your right to buy it just cause they don't want to get in trouble if you are messed up. For example Gander mountain store will sell you any rifle while wallmart will not. Small ffl are always friendly but more expensive.

    Technically yes, so long as it is NYS or NYC complient, but I doubt NYC will allow it...just a guess. If your friend is a resident of NYC I think he may have a difficult time finding a Pa FFL that would want to bother with all of the rules and regs. Not saying it won't happen.
