    Default long gun transfer to non PA resident

    I plan to meet a WVA resident for a long gun purchase. Can I transfer face to to face or need to go through a FFL? Also, I will traveling be down to VA for business. Can I buy a long gun from a resident FTF or do I need nto go through an FFL?

    Both scenarios as described would need to go through a FFL. Any time your dealing with residents of different states a FFL is needed.

    This. Federal law for interstate transfers

    FFL in either state needs to be used

    I will dogpile on this and agree. Same state = depends on state laws. Different states = MUST go through FFL.... Despite what the morons at Bass Pro Shops tell you.

    Also to preempt the C&R argument... That is still an FFL.

    Not sure what you meant by this. A C&R FFL cannot facilitate a transfer between 2 people of different states (actually he couldn't do it for two people of the same state). A C&R FFL can nly use his license for his own use and it has to be for C&R firearms. If a C&R FFL wanted to buy a new Glock, he is treated just like any private citizen buying a new Glock.

    Sorry, perhaps I was too terse.


    In the case of the receiving individual being a C&R holder, the transfer doesn't take place through what many people consider to be a "traditional FFL". So many people would wrongfully assume that a C&R "doesn't go through an FFL". You are obviously aware that this is not correct.

    Yes, of course a Glock does not qualify for a C&R, but the Op didn't say Glock, actually he/she didn't say anything other than long gun. So there is even a chance he means a flintlock/caplock and no FFL is required at all.

    I was heading off any possible comment about the firearm (if being C&R eligible) not needing an FFL.

    I'll be more clear in the future.
