In the near future, I plan to introduce a companion bill to Senate Bill 931, which amends Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes to limit the sale of firearms to include only personalized firearms.
Regrettably, the Federal Bureau of Investigation reported that 56 law enforcement officers were feloniously killed in the line of duty in 2010, seven were killed with their own weapon. As elected officials, it is our duty to ensure that the residents of this Commonwealth, in addition to the law enforcement officers that defend the public’s safety and well-being, are safeguarded from accidental and felonious shootings. The use of personalized firearms will assist in curbing such shootings by using biometric technology to restrict unregistered individuals from firing a gun through pressure sensors, fingerprints, or transmitters
My legislation, like Senate Bill 931, amends Title 18 by requiring that all firearms sold in Pennsylvania must be classified as personalized firearms, once the technology is fully developed, and the guns are available for retail sale. The passage of this bill will follow the lead taken by former New Jersey Governor James McGreevey, in 2002, when legislation was enacted requiring handgun manufacturers to sell only “smart guns” within three years of their availability.

This bill creates a new “safety standard” of “smart guns” (guns personalized to a specific user) that can be fired only by the authorized user or users. Four years after the adoption of this safety standard bill, all non-compliant handguns become contraband and may not be sold, offered for sale, traded, or transferred, or possessed by you, under the penalty of a felony of the third degree. Additionally, such handguns may not be sold, offered for sale, traded, transferred, shipped or leased or distributed by dealers after four years from the adoption of this bill.
In the simplest of terms, if the bill becomes law, whether the practical technology to manufacture a “smart gun” exists or not, all other handguns will be illegal to possess, own, sell or transfer.
There will be no compensation for the taking of your private property. However, as it will be a crime to own a “dumb” handgun, your property will be worthless. This is another bill that makes criminals out of law abiding gun owners with no focus on criminals that happen to use a firearm to commit crime.

Realistically with the few fall session days left in the 2011-2012 session, these will not be getting passed this year, so expect them to come back up next year along with a bunch of gun control (stuff) for the 2013-2014 session.
Better get involved in the election and political process more than just on election day. As you can see the other side is not giving up their efforts to take away and restrict your firearm rights.
All they lack is enough votes and support to enact all of this stuff, Which thankfully they don’t have right now in 2012.

Well, that's stupid. If they are so concerned about LEs getting shot with their own weapons, mandate they must use personalized weapons... until an officer is killed and another officer's gun goes down. Then they will have 2 useless clubs because of this stupid law.
Isn't it interesting how many anti-gun laws are being proposed now that there is not too much time left in this session? I wonder what their overall game plan is.

Politics! Covering their collective asses to say they are taking action
Action taken should be a concerted one to throw their money grubbing, low-life, scum-sucking asses out of office and into the sewer that spawned them.
Other than that, this sounds like a really great idea.

How can they impose a law on previously manufactured guns, this would make any gun of historical value illegal to own. What happens to the family which has a historical WWII 1911 in their collection passed down from grand father, to father, to grandson.

Then it needs to go away the same way that you can't have >10rnd pistol magazines in some states... well, unless they were manufactured before 19??, but good luck proving it.
Basically, if passed, this law would outlaw all currently owned firearms and require firearm manufactures/ffls to either not do business in PA or redesign their firearms to be PA compliant. Guess which one they would likely choose...

Which m@ron's are trying to pass this bill? Are they up for re-election?
I also just did some quick research on "smart guns", the technology is far from any way of being reliable, or available .

The short answer is quite simple. THEY DONT CARE !
And make no mistake, if you ( all of you in PA) dont squash this in its tracks and HARD, they will try to pass it again and again. The fact that the technology is completely unreliable and far in the future didnt stop NJ from passing the same Legislation several years ago. Of course there was the obligatory exemption to the law for the very people it claims to aim to protect, the police .Si vis pacem, para bellum

Scenario where this would be good:
-Criminal grabs cops weapon and kills him with it

Seriously, I'd bet we could name at least 50 specific scenarios where that type of technology would get someone killed. And why are they referencing NJ laws; I hope they're not suggesting emulating them or following their lead is a good idea, because that would seem to have the opposite effect of getting any public support in PA...
That also seems to make it a really good incentive to not develop the technology in the first place. I mean Christ, a gun is one of the most important things that MUST work when it needs to work and fires projectiles via explosive charge, and you want to fill it with sensitive electronics that would not only make it inoperable to anyone else, but would also make it inoperable if they stop working for some reason? To me, it seem like more cops would wind up dead due to SMART gun failure than someone grabbing their weapon; you can train them in retention, you can't train them to force the electronic systems to work.

But, beyond that, your wife or your friend/companion could not use your gun in their defense, so that means everyone needs their own individual gun! In the case of LEOs a wounded officer could not pass his weapon to another officer in an emergency. Which brings another point! Read the entire text of the bill I cite above and let us know if this applies to LEOs to begin with!
