    Well was at the local Mills Mall here Sunday, OC as usual, few hours at Wally world, simple enough, no problems. Went over to mall was shopping in Dick's sporting goods, Baseball season coming. In shoe department a gentleman asks if I'm off duty Leo, Trick ? I state no, but then I do have to honestly say I am an off duty State Constable, But I OC because It is legal and I prefer to. He was glad to hear and see more people carry/ I'll bet he is going to read this! We buy shoes Baseball bat etc. move onto mall 2 hours in I get noticed again by an elderly lady who promptly flags down nearest mall guard! I casually continue strolling as my newest fan (the guard ) tails me so inconspicuosly I almost laughed! Then the local Frazer PD comes rolling in asks for ID. I say yes I do but why do you need it? He responds he is answering a call to man with a gun. And that mall is posted with no firearms signs at every entrance! I stated I saw no signs and ok then I'm leaving! He still wants Id and I ask if he knows OC is legal etc. I gave DL and then Constable ID, and ask why again he told me he hasto have a record of every call, I asked him so you stop a guy for doing nothing illegal and request ID and see nothing wrong... I then told him I'm not trying to give you a hard time but I dont think you should need the ID. Well I told him Ill let it go so as not to create a scene and that I'll call the chief to discuss it further! But after how long OC'ing here at mills they finally come around to telling some1 not to. As far as the whole ID situation Im going to dig into that!

    Now I want to start a letter with signatures of Pafoa members who will sign stating they will not shop here due to the no firearms policy and I will contact every store front and mills mall management to see if this will get changed!

    You handled it fine.

    As you know, your not required by law to produce paper ID on demand while on foot engaging in no privileged activity. You do have to ID verbally. Per commonwealth v. hawkins, 1996 OC is not grounds for terry stop or ID.

    Phila is the exception to this in regards to OC
    In phila OC is a privileged activity just like CC in the rest of the state (per 18PASC ss6108)

    So...

    IOW: While on foot, in public anywhere other than Phila, you do not need to produce your DL or LTCF for OC any more than you would be required to produce ID for wearing a cowboy hat.




    I'm glad to hear you are going to follow up with the PD Chief.

    As for the Mall an their no guns policy; no surprise there. Good luck on getting them to change it but kudos for the effort. Never know, it may work

    +1 for how you handled it, hopefully you do follow up with the chief to inform him of the laws!

    I used to go to that mall...but the layout is rather...odd.

    Id sign that.

    We moved a touch closer to their recently so chances are Ill end up there at some point.

    Start up an official petition and we shall kick it up.
