MULTIPLE black out SUVs with search lights in Swatara township

I was just driving home from Harrisburg and on Eisenhower blvd a little north of the township building the old PSP barracks(?) there were about 60 or more blacked out SUVs with search lights mounted and other UTVs Sorry no picks but did anyone else see them or know what they are doing there?

That building is now a communications company I believe. I imagine they have a contract to install comm equipment in the SUVs. I've seen them too but haven't caught whether the plates are state or fed. Could belong to a regional office of one of the federal alphabet agencies, or I suppose PSP might have a fleet for some reason. (Maybe one for each troop?)
