plymouth meeting Dicks
Not sure if this is the right location but anyway stopped into the dicks in the metro plex and picked out a few box of.38 and the counterperson asked for id.
i asked why and he stated that it was a new reg by the atf to make certain that handgun ammo cannot be purchased by NJ residents out of state without a NJ/foid . so i asked if he was certain that a federal agency was now enforcing one states law in another state. told him nj law has no standing in pa but he was stated" pa passed a law to enforce nj law within pa" and the atf was enforcing it....

At the Willow Grove WallyWorld upon purchase of a Federal 550 bulk pack of .22LR, the clerk asked me if it was for a rifle or a hand-gun. I answered (of course) "rifle," but suspect that I would have been asked for ID I'd said it was for a pistol.
I have now opened the box and marked each of the rounds with a little dot so that I will be sure not to put them in the SR22P or the Buckmark Hunter.

these kids at Dick's don't know anything. they never sold air rifles because they thought that their sale was prohibited in plymouth township. After i raised a big stink with management....well....now they sell air rifles.
what do you expect to get if you pay $8 an hour?

Thats an odd story they gave you. I understand age verification on pistol ammo, but that the nj ammo line is a new one. I got asked my birthdate last week at a different Dicks store while buying shotgun shells.

Though not statutorily supportable, it seems to be a Dick's policy. There are neither Federal nor Pa statutes that would prevent ammo sale to an NJ resident (of age) while in Pa.
The clerk's confusion might be regarding the sale of longarms where Federal law effectively forces a Pa FFL to apply NJ purchase requirements to the transaction (18 US 922 (b)(3)) but none of this applies to ammo.IANAL
