    The man was a CHEMIST who had and apartment full of EXPLOSIVES that he manufactured himself. The guns are the least lethal thing he had at his disposal. He could have just as well have blown up the whole theater if he had no access to guns.

    The National Guard are State assets and only become Federal assets when they are federalized under Art 32.

    They're federal Troops when they're ordered to be; which means they're not a militia.
