    Quick question, if you legally purchased a pistol in a different state do you have to register it with state or local police in PA to carry it or can you just strap it on and carry?

    There is no registration in PA.

    Before you carry concealed, or even in a vehicle, you do need to get a LTCF. This can be obtained for $20 through the Sheriff's office.

    Yes I know a ltcf is needed, I heard there's a transfer registration with the state police, what's that about?

    If you bought the firearms (legally) elsewhere, you are fine. There is no registration. Should you try to sell it, it must go through an FFL as per federal law.

    There is no federal law requiring sale of a handgun to go through an FFL if the buyer and seller reside in the same state. Even if at an earlier point in time you bought it out of state in a separate purchase. In PA, that requirement is due to PA law. In many states, you can buy and sell handguns from private parties at will with no FFL or record of sale. Also in PA, state law does not require an FFL to sell/give handguns to kids or grandkids or vice versa or between spouses.

    I saw you were from NJ and I didn't know if you knew about the LTCF or not. Glad you do.

    About the transfer registration: generally, if a handgun is being transferred from one person to another it must go through an FFL. There are a few familial/etc. exceptions though.

    Also, by law the PSP - to whom the records of sale are sent - cannot use those records to create a registration in PA.

    Im actually taking the class july 29th to obtain my Utah out of residents license, and that's so much different than nj, in nj you have to register your handgun with three different places, the firearms dealer, your local police, and the state police!

    Beating the dead horse , someone needs to tell the PSP that. Ask most PSP troopers and they will tell you that you need to register it. I've been there when troopers have said it.

    Also if you are stopped for whatever reason and they 'run' the serial number and it comes back 'no hit' , they just might confiscate it till you prove to their satisfaction that you legally purchased/own it.

    It ain't legal , lt ain't right , but it does happen.
