Cops operate in certain fear there, but unfortunately not in fear of citizens (or laws), but in fear of people, who might have "influential" relatives.

In the past few years russkies were allowed to carry "non-lethal" traumatic guns designed to fire underpowdered cartriges with rubber(ish) projectiles.
