Only if she has a LTCF. I'm sure someone else will post the quote from the law but as far as I have found, you may only pass your pistol to someone with the intention to let them carry it if that individual has a LTCF.

There are differant laws depending if he is lending it to her or giving it to her.

Transfers between spouses, parent/child, grandparent/grandchild require no paperwork.

    18 Pa.C.S. § 6111: Sale or transfer of firearms

    (c) Duty of other persons.--Any person who is not a licensed importer, manufacturer or dealer and who desires to sell or transfer a firearm to another unlicensed person shall do so only upon the place of business of a licensed importer, manufacturer, dealer or county sheriff's office, the latter of whom shall follow the procedure set forth in this section as if he were the seller of the firearm. The provisions of this section shall not apply to transfers between spouses or to transfers between a parent and child or to transfers between grandparent and grandchild.
For those family relations underlined above, loans are effectively "temporary transfers." Since folks of those relationships can transfer a gun between each party, at will, without any paperwork - they can loan each other a gun just the same.

You can buy a handgun as a gift for your spouse, child, parent, grandparent, or grandchild.

Any place that asks "Are you the actual buyer?" - you would answer YES.

It is perfectly legal to buy a handgun as a gift for the exempted family relations. It is also legal to loan those family relations a gun on a short term basis, even if they don't have a LTCF because full transfers are unregulated between them.
