Without a fence your dogs should never have unlimited access to go in and out. Loose cats especially feral cats are not native wildlife and should be eliminated regardless as to whom is feeding them. Not calling you a liar but without serious and continual training I doubt it's that easy to call off your dog.
Call your dog warden or local animal control officer and get traps.
My dog, (I only have one) will NOT leave my property without me. NEVER. He chased these 2 a few times and it ended at the street.
These feral cats have gone through the system. They were trapped, fixed and set free with a Trap and release organizations approval. I like having these cats around. My dog likes cats and I don't have a rodent problem with the cats around.
Maybe you don't know how to train a dog properly??? I train very obedient dogs that I can trust to protect my kids.

Researching this forum comes up with a lot of complaints. Check it out, good reading. I used to think this was a good place to learn... Man am I mistaken.

You got advice, it was yours to accept or reject. Others here have attempted to point out the possible consequences of taking action directly against the dogs that possibly could cause you to have more than just a bad day. Presented were other cases illustrative of what could happen; now it's just bickering over who was guilty or not. That's not the point.
Now courtesy of Exbiker, you have the info (quoted above) that you need to move forward in an unquestionably legal manner.
