Make sure your dog has a license and is up to date on shots. If you bring the spotlight on the situation, you don't want The Man to find faults on your end.

It would appear your borough has a preemption violation as well.
I'm wondering if taking video of the dog on your property will help you if you wanted to press the issue with the neighbors and police.

Also I wonder if firing an air rifle at the dog could be considered defense of property. Something not so tough to break the skin but might teach the dog to stay away. I'm betting this is a long shot.

Get a squirt gun, fill it with soapy water, spray the dog in the face when it
    comes on your property.

This and some pepper spray, or Skunk spray, if it's available.

You're going to "defend your family" from a dog that gets loose and... barks at you?

Yeah... you know not everything is a nail needing a hammer right? If not well, enjoy paying for your lawyer. They're expensive.

That is why we are discussing other ways of handling this problem

It's funny how in the heat of the moment, we forget somethings. Pepper spray is a great idea, I actually have some that I brought from a gun show last year

Video the Dog on your property and call the State Dog Warden.
