Honestly, aside from throwing the word white into the story, WTF purpose does this statement have?

Investigators believe that a white vehicle may be involved, according to Miami-Dade Police.

14 people were shot and no arrests have been made.
Funeral was for a man with known connections to "several South Florida gangs"
Members of said gang(s) were in attendance at the funeral.

Anybody else think that there should have been police presence at least "in the area" due to potential negative outcomes?

NO, if anything the cops should have given a wider area to keep the civilians out and allowed these animals more time to kill eachother. Saves honest citizens the hassle of doing it, being possible being victims themselves, and having to pay for the incarceration when caught.
