Default Who can carry in Illinois?

If the state of Illinois does not have a concealed carry license, who exactly can carry when they are not working?

Non carry state. Carrying firearms in Illinois is very difficult unless unloaded and stored so they are not accessible.

Under LEOSA, current LEOs and qualified retired LEOs can carry a concealed handgun in 50 sates (including IL) and US possessions. As for others...no way.

I meant off duty ( LEO, armed guards, sherrif, ) basically people that use guns at work. Do you think the hot shot well connected people don't have guns.

Very recent relevant information on the subject, now people in one county can carry in that one county without a permit.

    Article

one of the largest voter turnouts of any local-only election in US history. This was the first time that a county specifically voted to overrule state law since 1862
    That's pretty interesting.
