This is where exceltoexcel points out that in practical purposes, Viper has made a tremendous difference via his efforts. Because he has.
Can you provide a single instance where an officer received even a reprimand for not proning someone else and performing a search incident to arrest? How can it have ever been called a requirement?

Viper has made a difference because of his [B]efforts but the complaints on this thread are specifically about his suit. It's like having some god-fearing model citizen who goes his whole life a saint and then murders someone. We can talk about the good things he did in his model life, but should we pull that cover over the murder? And that's the point apparently PERSON AFTER PERSON fails to grasp here.

The only thing i'm failing to grasp is why you felt the need to amplify the size of a couple of the S's in my post.

That's exactly what he is saying. You're missing his point.

    You're both right, though.

I have been watching this thread for a few days now, It just struck me that the title might be misleading.

It finally comes to an end - "Offer of Judgment" reached with Philadelphia
Shouldn't the title read It finally comes to an end - "Offer of settlement" reached with Philadelphia

There was no judgement. The two parties settled out of court.

Forget the gun permit unit. It is now in the hands of individual cops. They are not REQUIRED to prone you and conduct a VUFA search as they were pre viper.

Now they have the option to use their judgement.

Well, if that's the case, someone's proably going to be shot soon for open carry. LMAO

Mark, good job. Can't rep you yet. Next time we are in the same place at the same time I'll buy you and your lady a beverage.

As someone who regularly OC's in Philly (and banks) I can also attest to the lack of attention it gets.
If you don't know who your state legislators are go here:

The title is correct. Click through the link Mark put in his first post and you'll find a link to "Fiorino Acceptance of Offer of Judgment 3-8-12". This is an acceptance of a Rule 68 Offer of Judgment.
