Pistol permit
I will be moving back to Pa. this year (Potter county) . If I get a non resident permit before moving back can it be changed to a resident permit once I am back?

assuming your talking about a PA non resident LTCF, it's good until it expires or is revoked or suspended by the issuing authority. No need to get another. you should inform the issuing authority of your new address so they can send you the required notice that your LTCF is near it's expiration.

Thanks for the answer, LTCF is what I was wondering about. I'll be glad when I'm back. I have to turn in my NYS permit ,as they don't trust nonresidents.

You would need a NY license to carry to be able to get a PA "nonresident" LTCF prior to moving here.
PA really has no "nonresident" licenses. Its just that PA issues to nonresidents also. The only difference is the address is of another state. ...So no change is necessary.
The renewal notice would be a problem as mentioned by rwilson452. And PA has no provisions for address changes, nor requirements.
If you dont have a NYS permit, I'd just move here and apply after ASAP after establishing residency(PA Drivers License). Potter is a rural county, and I'm gonna assume a gun friendly one - so your LTCF may be a quick turn around, maybe even over the counter if you submit the app in person. Knowing NYS, prolly. What county in NYS are you moving from? Potter county is.....interesting.

I don't think they will come get me or realy even care. They said if you turn your permit in they will keep it on file ,and if you move back (FAT CHANCE) it will be reissued to you. NY permits are for life and don't expire. I'm moveing from Monroe county.
