can one be in chamber when carrying concealed or open.
A friend of mine was told by a police officer that it is illegal to have one in chamber. Was given some reason reasonabout iontent to do harm. This was an ohio cop. He was wondering about PA. Is any of this true or was he fed false info.

I take illegal advice from police the same as when someone tells me they saw Bigfoot. It might be true, but 99.9% of the time it's not

BWAHAHAHAHAHAHAHA Whoever said this, cop or not, is a completely moronic douchebag. I'd check with whatever Ohio based carry rights groups there are just to be 1000 % certain, but I have NEVER heard of a single State that issue's carry permits that have a law or statute barring having the gun loaded and ready to use.
As far as PA goes ? Completely legal and strongly suggested. The odds of having the fine motor skill and reaction time necessary to chamber a round when fighting for your life are nearly non-existent. The only exception I have any knowledge of is if your carrying an old fashioned "cap and ball " style revolver, as having the hammer resting on a live cap/loaded chamber in that type of firearm is extremely bad juju.Si vis pacem, para bellum

As others have stated, there is no law in PA which prevents someone from OC or CC with a round in the chamber. You can choose to carry however you wish, although I would strongly recommend carrying with a round chambered.
