Philly hates any type of carrying. It is a liberal cesspool that is trying to mimic European socialism.

Ever since Mark Fiorino's encounter went public, OC is less harassed by the PPD. There were many unpleasant incidents against OCers outside of Philly well before Mark's incident. Activisms in those incidents brought OC to front and center. If you actually looked at the number of PPD cops compared to the rest of the state, my perception is that the rate of incidents are roughly the same, considering there are 6,600+ cops in the PPD.

As for other states, I'm not sure how you determined "more friendly" or "embraced" OC. The few times there's a perception of "more" is actually due to the fact to CC is virtually prohibited (CA and WI before CC was legalized). Many states that are considered to be gun-friendly outright prohibit OC (FL, OK, TX, AR, and SC).

If I had to make a statement regarding OC, I'd say the large majority of people are against OC everywhere, not just Philly.

I'd take this one step further: Philly hates the fact that it can't just ban gun ownership for the entire non-police population, with banning of carrying as a distant second priority. OC is a thumb in its official eye, which is why it hates it. As Mythaeus indicated, Philly may be entering that phase of intellectual puberty where it learns how to accept the presence of things it doesn't like.

The Philly PD simply hates citizens in general. KNOWING that you're armed just reminds them that they're not the ruling "samurai" class they WANT to be.

I just mean....OC is supposedly considered safer than CC. Some states, such as Montana, allow anyone to OC...however, one must have a license for CC.

My point being...if OC is safer than CC...why does Philly hate it so much?

I guess the only reason would be because it takes its "wrath" out on those it can actually SEE carrying?

Another state out west, I read, too, is really lax on OC but stricter on CC. Here, it seems the opposite....CC is easy but OC you get more dirty looks.

"It's not you, it's me." That says it all. It's not about whether OC or CC is safer or more useful or whatever. It's that Philly hates people owning guns. Carrying them is just insult to injury.

It's not about carry, it's about guns. Carry is the way it manifests -- any carry.

Assuming that you are talking about Philly police rather than Philly residents, then my theory is that OC threatens their authority. If you OC, you are openly stating "I am independent. I am not subservient to anyone. I will not allow the use of physical force against me. I am not a victim. I am not a slave. I will stand up for myself. "

Police need to control, and to exert authority. OC sends the exact opposite message, "I am not submissive". I think the PPD feels they are in a daily battle for control, but they fail to recognize OCers as good guys.

philadelphia has a mentality that is stuck in the 50's it is still a very very corrupt city from mayor nut job all the way down to the meter maids, they want you to do as they say an ask no questions.
philly needs gutted and everybody fired and start from scratch.
pick up one of the philly voice papers and read how many of its councilman or other politicians are caught scamming there benefits in some way or the police are under investigation for some type of wrong doing.

Philly wont change Their politicians are just as corrupt as in New York DC and Chicago,only thing is they let you own a gun but they still need to be in power
by making all sorts of Unconstitutional laws.
