LEO firearms qualification...
Greetings all. Finally signed up after lurking for a while.
I CC on a somewhat regular basis and hit the range for practice at least every couple of weeks. I generally measure my improvement in marksmanship against previous range sessions, but I would also like to compare my results against the LEO standards. I've tried searching, but cannot seem to find info on the LEO firearms qualification course of fire for PA. Can anyone here tell me what the standards are? Do the PSP and local LEOs each have their own standards or are they uniform across the state?

I can tell you they vary greatly. Most firing is done from the 3, 7, 10, 15 and 25. Most it timed from the holster. BOTH dominant and nondominant handed. Supported and unsupported. While this type of "qualification" is the standard, most are incorporating movement and scanning as well.

There is no "set" course of fire for LEO's in PA, other than the one used at the adacemyies. As long as it falls within MPOETC'S guidlines (listed in the link), any course of fire is fine.

I hope this cut & paste's well. It looks okay on my 17" screen, but sometimes it doesn't look right on a smaller screen.
This is a COF I did a few years ago. Sorry, I don't remember what the time limits I used were. This is just a "qualification" for proficiency purposes. It is not our complete qualification, which includes tactical and stress courses. But we use this because he need a base line to judge whether someone can hit the broad side of a barn.
I have a disc from MLEFIAA (Massachusetts Law Enforcement Firearms Instructors & Armorers Association) which has hundreds of COF's submitted by departments from all over the country.
Pistol Combat Course III (PCC-III)
(60 rounds)
Target: The course shall be fired with the officers duty weapon, any secondary weapon and any off duty weapon on the TQ-15 silhouette target. The B-27 target may also be used.
Gear: The officer shall wear all duty related gear while shooting this course.
Phases: The phases will begin with the officer in a standing position with the loaded pistol secured in the holster and their arms along their sides or with their hands in front of their body with the arms at waist level. The PCC-III shall be fired in the following order, within the indicated time allotments which includes reloading.
Scoring: All shots fired will be at center of mass (COM) or the head when instructed. On the TQ-15 the innermost rectangle and the head will be scored as a (5), the outermost rectangle will be scored as a (4). All other hits within the silhouette will be scored as a (3). Hits outside the silhouette will be scored as a miss. There will be two phases with a possible score of 150 in each phase for a total possible score of 300 points (150 + 150 = 300). A passing score of 75% or 225 is required.
If the B-27 target is used, the scoring will be as follows: inside the 8 ring and head will be scored as a (5), inside the 7 ring will be scored as a (4). All other hits within the silhouette will be scored as a (3). Hits outside the silhouette will be scored as a miss. On all targets, shots with holes on a scoring line will be awarded the higher value.
• Ammunition management will be up to the shooter!!
Pistol Combat Course III
(PCC-III)(60 rounds)
Phase I: (30 rounds)(75% to pass – 112.50/150)
Stage A: 25 yards (6 rounds in __ seconds)
• Start with a fully loaded weapon
• On command draw and fire (3) rounds COM, STANDING POSITION
• After firing the shooter will scan for additional threats, decock, drop to KNEELING POSITION
• Once the shooter assumes the KNEELING POSITION he will fire (3) rounds COM
• After completing Stage A the shooter will scan for additional threats, decock, rise to the STANDING POSITION
• Once in the STANDING POSITION the shooter will rescan for any threats, holster and secure a loaded weapon
• Any and all magazine changes during the course of fire will be up to the shooter to complete
• A magazine change should be done before reholstering
• The SAFETY CIRCLE POSITION should be used during all scans

Stage B: Start at 25 yard line, moving to the 15 yard line (4 rounds in __ seconds)

• On command, the shooter will run from the 25 yard line to the 15 yard line, draw and fire (2) rounds COM from the STANDING POSITION
• After firing the shooter will scan for additional threats, and fire (2) more rounds COM from the STANDING POSITION
• After completing Stage B the shooter will scan for additional threats, decock, holster and secure a loaded weapon
• Any and all magazine changes during the course of fire will be up to the shooter to complete
• A magazine change should be done before reholstering
• The SAFETY CIRCLE POSITION should be used during all scans

Stage C: Start at the 15 yard line, moving to the 10 yard line (4 rounds in __ seconds)

• After firing the shooter will scan for additional threats and fire (2) more rounds COM from the STANDING POSITION
• After completing Stage C the shooter will scan for additional threats, decock, holster and secure a loaded weapon
• Any and all magazine changes during the course of fire will be up to the shooter to complete
• A magazine change should be done before reholstering
• The SAFETY CIRCLE POSITION should be used during all scans
Stage D: 10 yard line (3 rounds in __ seconds)
• Start with a fully loaded weapon
• Turn and face 90 degrees to the right of the target
• On command, pivot to the left, draw and fire (2) rounds COM, and (1) round to the head from the STANDING POSITION (Failure Drill)
• After completing Stage D the shooter will scan for additional threats, decock, holster and secure a loaded weapon
• Any and all magazine changes during the course of fire will be up to the shooter to complete
• A magazine change should be done before reholstering
• The SAFETY CIRCLE POSITION should be used during all scans

• After completing Stage E the shooter will scan for additional threats, decock, holster and secure a loaded weapon
• Any and all magazine changes during the course of fire will be up to the shooter to complete
• A magazine change should be done before reholstering

Stage F: 10 yard line (3 rounds in __ seconds)
• Start with a fully loaded weapon
• Turn and face 180 degrees away from the target (up range)

• Any and all magazine changes during the course of fire will be up to the shooter to complete
