    Is it legal for a 20 year old with a valid PA Dr lic. but no Ltcp. to buy, own and posess a Rifle in PA

    As long as you are not prohibited, yes. You may buy a rifle from an FFL or private party. You may carry that rifle openly or concealed with or without a LTCF, but NOT loaded in a vehicle. You may not carry any firearm, including long guns, concealed or openly during the state of emergency without a LTCF.

    I don't believe you can carry a rifle within 1000' of a school without a LTCF.

    Additionally, you may own a handgun, but cannot buy one from an FFL. You can have a handgun gifted from a parent, grandparent, or spouse, or you can have it transferred through a sheriff, or you can make one. You can carry a handgun openly without a LTCF but NOT within 1000' feet of a school or in a vehicle.

    As above.

    Long gun in PA. You only need to be 18 to buy, own, carry. No LTCF is required unless in Phila or in a SOE.

    You can carry open/concealed/loaded/unloaded. In a car, but always unloaded.

    Long Guns are not "Firearms" for all intents and purposes.

    Just wanted to touch on this...Long guns are not "firearms" in ONE of the definitions of the UFA, but there ARE some definitions in the UFA that do include long arms, such as this one:

    Ye I did but I was hesitant to sell it to someone under 21 without LTCP
    I wasnt sure if the law was 18 or 21 to buy own or possess a rifle
    This thread pretty much clears that up.
    I dont think he can afford it anyway. Can you say low low ball
