For some reason, the ATF being inconsistent and idiotic doesn't surprise me.

... don't know why...

So why are these chumps still in existence again? With all of their incopetence, inconsistancy, and recent scandals and legal issues, their funds should be revoked and they should be disbanded immediately.

As ole FDR was sooooo fond of saying...."in politics, IF it happens, WE planned it that way.." We, meaning the big $$$ insiders.
This ATF vagueness is de riguer for them..make it so hard to figger out the rules that one cannot obey them, then come arrest a dude for breaking some dumb part of some dumb rule. Just like the gestapo..er..the IRS.
