Private sale from NJ to PA, how to do it?
Have my eyes on a Colt 10mm Delta Gold Cup that a friend is selling in NJ. Price is awesome, pistol is in excellent condition.
Biggest problem is he lives in NJ and I live in PA. How do we go about making this sale happen?
Ive also read about a 40 cal. conversion, what replacement barrel would do the trick, and how much work would I have to do on the magazine?Hold the Line...

Private Sale not possible
Interstate transfers of firearms go through an FFL in the buyers state.
As above, process through an FFL in PA

Answers above + be sure your FFL will do a transfer from a non-FFL. Otherwise he may have to take it to a FFL in joisey, have them ship it to your in-state FFL and then complete the transaction.

That all depends on your definition of "private sale". Even though an FFL is required, IMO it [italic]is[/italic] a private sale, because the firearm is being purchased from/sold by a private individual. The dealer is simply facilitating the legal transfer of ownership, and is not himself (or herself) a party to the actual sale.

I've heard of FFLs that will not accept shipment from an FFL, but never one that would refuse an actual transfer between private individuals, thought I suppose it's possible. Seems kind of pointless to me to be a dealer if you're not going to do transfers. I would assume that small dealers may do that at least as often as they actually sell a firearm.

Ok, so all he has to do is ship to my local ffl? Is it safe to just ship? Is there a special shipping he has to do?

A non-FFL cannot ship a handgun via USPS. They must use a common carrier like UPS/FedEx, etc. Federal law dictates that the shipper inform the carrier that the package contains a firearm. Both FedEx and UPS have internal policies that require firearms be sent using their overnight service.
