If you think about it, you have one side wearing uniforms, bearing bulky mandated equipment chosen by an entrenched bureaucracy an ocean away, patrolling in very visible formations that make ambushes easy, and they have not emphasized marksmanship and single-shot kills in a long time.
The other side is fighting on its home turf, does not wear uniforms, fights in small, nearly-invisible units, can bob and weave and nimbly vanish into the terrain after each attack, is supported by the locals, and is composed of men who have been shooting small game practically since birth.
