    18" is the minimum barrel length. Most people will just use a hacksaw. a pipecutter might work if you are talking about one used for steel pipe but will leave a burr on inside of the barrel, and if the barrels tapered it will be difficult to keep the cutter straight. price I hav no idea.

    The first step is to stop the rusting process. Get as much of the rust off as you can and then soak, and I mean soak, it in some good gun oil for a few days wrapped in a garbage bag. Then get some of that rust to black primer stuff and spray it on. It will chemically convert the rust to black primer paint. Then get some black spray paint used for BBQ grills and spray it a few times... It was free and is only worth what someone would pay for it...

    As for cutting the barrel, most people use a hacksaw and a fine file for the finish work. 18" is legal, but most people cut them 18.5" as a safety margin. But if the pump action is longer than 18", well, you can only cut so much! lol Get a block of wood and cut a circle in it a little smaller than the circumference of the barrel. Rip that in half. Look kind of like this:

    Between the pieces of wood is where you want to start cutting. That will keep the blade from skipping around and keep it going straight. Use a file or some sort of abrasive to smooth the edge after you've cut it, and then paint it...

    How you measure the barrel is critical, and LEO's may use different techniques. It's supposed to be measured from the muzzle to the point where the bolt closes on a shell, basically to the primer of the shell. 18.5" is best, to avoid errors in cutting or measurements. Nobody wants legal troubles over a 17.99" barrel.

    You also have to comply with the 26" overall length minimum, which isn't hard to do if the barrel is already 18.5", you just need another 7.7" of receiver and stock or grip.
