You happen to know of any on our side of the state? I'm about a half a mile away, and the "long range" of the ikes, just isn't cutting it for me any more.
I'm so fast, I can bump fire a bolt action.

While it isn't 1000 or a 500. The SGLR on 944 has a 300yd range. Which would be about an hour from York depending where in York you are. Just remember to have your hunting license, range permit they aren't free to use anymore.

I shoot the Ikes a couple times a week. Serves my purpose now. Several years ago I had a friend who owned potatoe fields and we could get 1000 to 1200. Havent shot it since he sold the farm and moved to Montana.Don't know of anyplace offhand.

Excuse the ignorance of an exclusive handgun shooter. What power scope is needed to shoot at that distance and can such a scope or spotting scope determine the holes in the target.

It depends on the individual. At least 20X high quality scope on the gun. A good quality spotting scope is optimal for being a spotter and calling shot placement. For my eyesight I need at least 24X or higher. A Tasco 3-9 ain't gonna make it for anyone.

Do 600 and 1000-yard ranges provide for target access by motor vehicle?

Most do, especially those that hold competitions like F/class Palma and across the coarse. It would take all day if people had to walk.
