A Co-Worker who shoots told me something.
He said even with a CC Permit that you're not allowed to carry inside a Class 3 city? (based on pop size or whatever that is)
I'm pretty sure he's full of it, but i'd like to verify it just in case hehe..

He's wrong. The only difference is that you do need a LTCF in order to open carry in a city the size of Philly (unlike the rest of the state, where you don't need a permit to open carry).
Hopefully someone can confirm this.

I'm prolly feeding a troll, but I do it so rarely I guess this one time won't hurt. More correctly, you cannot OC in a city of the first class without an LTCF. There is only one city of the first class and thats Philadelphia. There are no such restrictions for 3rd class cities (Pottsville, Duquesne, etc). You can carry however you'd like in Philadelphia with an LTCF.

So, when Philadelphia's population drops below 1 million, will it automatically be downgraded from its "first class" status?

Tell our friend, in a nutshell, that a LTCF is valid throughout the commonwealth.(18PA.cs ch.61, A ss6106 and ss6108)
OC legal without a LTCF everywhere except vehicles, Phila (city of first class) and declared state of emergency. An LTCF allows open carry in the three places listed above. (18PA.cs ch.61, A ss6106, ss6107 and ss6108 and commonwealth v Hawkins, 1996)
