    Living so close to Delaware I got my Utah CWP so I can carry there, since DE does not recognize PA's LTCF. I've always found it odd that me, as a PA resident, can legally carry in Delaware and had a much easier time getting a valid license/permit than a Delaware resident.

    Actually, you can. But from what I read on DE forums...the people don't WANT to. They say last time they tried to enact changes...get rid of newspaper requirement, go Shall Issue, etc...the Legislature wanted to add more location restrictions. So the "people" would rather keep things the way they are then try to make changes.

    That is incorrect. The newspaper notice only has to run one time.
    Below is the wording from Title 11 § 1441.

    License to carry concealed deadly weapons.

    (b) The Prothonotary of the county in which any applicant for a license files the same shall cause notice of every such application to be published once, at least 10 days before the next term of the Superior Court. The publication shall be made in a newspaper of general circulation published in the county. In making such publication it shall be sufficient for the Prothonotary to do the same as a list in alphabetical form stating therein simply the name and residence of each applicant respectively.

    I know its one time, but does it run for multiple days? For some reason I thought it was like 3 or 5 days.

    The timing of such would be substantiation enough, particularly if paired with any statements that would allude to it indirectly: "concerned about violence/danger/irresponsibility/aggression", "potentially hostile workplace" etc. It wouldn't be hard to obtain documentation of employers' anti gun HR policies (many are known to have them), divorce court prior rulings, etc.

    It only has to be published once, not multiple days. The key phrase is "published once".
