ltcf character clause
I'm applying in delco and was wondering what does the sheriffs office use to judge your character on . I have been arrested before when I was 16 but don't have any convictions

You'll probably be fine. If you have a bunch of recent arrests for drunk/disorderly, or you're known as a troublemaker, you might have an issue, or if you live in Philadelphia and have an outstanding parking ticket, you have an issue.

I just temporarily move out of philly to delco I figured I would apply while I am there before moving back in 6 months my philly tickets shouldn't be an issue in delco or am I wrong

Do you have a DL? with a DELCO address or Philly, if it's Philly you won't be able to apply in DELCO.
To answer your question, your "character" is supposed to be based on your history (or lack of) and what your references say, but who knows what they really use.

its now a delco address and i havent payed my tickets because of my business. thanks for the info.

well my junkie sister in law got 4 red light tickets when she stole my wifes car that is in my name witch brought my debt to the city to a total of 400 dollars. which i cant afford to shell out because i got diapers to buy and bills to pay. she went to jail i am responsible to pay the fine.
