    Default ATF Ruling 2011-4: Pistol to Rifle and back to Pistol

    ATF alerted us during the NFATCA Importer, Exporter and Manufacturer Conference about this ruling and just posted it. Basically, it is legal to convert a pistol to a Title I rifle and back to a pistol, without it coming under the guise of the NFA; however, a rifle cannot be turned into a pistol.

    so..... i can say take a glock and put a stock on it or would it be considered an sbr???

    Are you putting a 16" or longer barrel on there as well? if not, it would be an NFA item.

    However, if the firearm starts life as a rifle, the Ruling further holds, that it cannot be converted to a pistol without registering it as a Short-Barreled Rifle under the NFA.
    That just makes no sense. What a crock.

    That just makes no sense. What a crock.

    It probably ultimately goes the fact that it might be tax evasion. Handgun production is taxed different than long gun. If you already have paid the higher handgun tax, then making it a long gun or changing it back from a long gun causes no tax difference.

    So long as I built my AR into a pistol first, I can, for the rest of the life of the lower, make it into pistol or rifle. I will build all of my ARs into pistols first. The burden of proof is on the prosecution to prove that the gun was originally a rifle. However, it would be good if you have some sort of proofs that it was a pistol first.

    It shows how SBR's need to be taken off the NFA list altogether. The rule is pointless other than to harass gun owners.
