Welcome to the site. All your neighboring states CCW's are honored in PA, except WI which doesn't issue CCW. Since IL does not issue a CCW you can not get a PA non-resi.

I believe you've got this backwards. IL does not issue, so the OP can get a PA non-res LTCF.

I stand corrected. I don't think PA does it by mail though. So my other options would work. Unless he is going to visit PA.

Butler, Armstrong, Crawford, and Lawrence counties on the western part of PA would be the closest to Illinois if you are gonna drive here to get your LTCF.

Since IL doesn't issue licenses, you are exempt of the requirement of having a license from your home state first. However some sheriffs are requiring you to have your FOID card.

All PA sheriffs (and Philly PD) are supposed to issue to qualified non-residents, but some choose not to. Check the list of sheriffs here and start calling to find out if they will.

You MUST appear in person to apply and possibly to pick up also.

You have to appear in person to pick it up also. I heard this on one of the vids from the rally yesterday. Reason is if they mail it they don't know who gets it.

This is also incorrect. I received my non-res PA LTCF approximately 14 days ago, in the mail. This was from Susquehanna county.

I did have to apply in person, but I did not have to return to pick it up. It is likely that the pick-up requirement varies by county.

It does vary because some counties still provide over-the-counter service. You apply, the do PICS, you walk out with LTCF if you pass.
