Yes, the Sheriff will sign off. Speaking from experience.

What exactly is a 'singoff'? We aren't in for another 'CopRock' show on prime time tv are we? That would suck!!!

What is the proceedure for getting the CLEO to sign my form 1 and getting fingerprinted? Do I have to call to make an appointment? Or do I just show up?

...and... What do I say I need this for?

    A) - I need the CLEO to sign my ATF form to manufacture a Firearm

    B) - I need the CLEO to sign my Form 1

    C) - I need the CLEO to sign my super secret special piece of legal tender to the US Government

First time I went I was told I needed an appointment, last two time's no appointment necessary. The Deputy in charge of the Firearms Division is John Kirkpatrick. Call to check with him: 215-348-6136. I just tell him that I need Form x or y signed and that is it.
