    Default Clarification

It should be noted however that all transfers of handguns in Pennsylvania are required to go through the Pennsylvania Instant Check System (PICS) and as such the Pennsylvania State Police keep a "Sales Database" of all handguns purchased within the Commonwealth.
New memeber here moving to PA from TX. Would like clarification. I read under the "Law" section that there is a "Sales Database" for all handguns. Does this apply to all handguns or only to those that are transfered from one party to another if being purchased?

The reason that I am asking is that my moving company refuses to move my handguns and/or store them. Normally I would tell them to pound sand and get another company, however, I cannot since this is the moving company that my company will pay for. If I ship my handguns to myself through an FFL will they go into said database?

    Thanks

The database only applies to sales/transfers that occur within the state of PA. I believe that you can ship handguns to yourself without going through an FFL, since no transfer is involved. Make sure to follow all applicable rules/regulations when doing so. Related answer from ATF FAQ

Just curious, why cant you move them yourself ? Either by driving according to FOPA or shipping in checked luggage according to TSA rules ?

Welcome to the forum. From the little research I did I believe you can ship them to your self. No need to go through a FFL. If I'm wrong someone will chime in. I don't know how many hand guns you have but my limited research says that checking at the airport is pretty easy. If you are driving from TX to PA you can legally transport the firearms. The problem arises when you have to get a hotel room for the night. Pick a state that you permit is good in. Here is a link.

Not necessarily a problem about the hotel room thing. I clearly remember reading numerous cases/examples that a hotel room is in fact considered your " residence " during the time you are staying at that particular establishment. I wish I could find the damn case cites. Im betting the IDPA or guys that travel extensively to shoot competitively would have the correct answers/ case cites for sure !

My car will be shipped to PA and I will be flying in. I could fly with them but I am trying to avoid flying with well over $10K in handguns that could be "misplaced".

I agree that shipping a handgun to yourself is legal, but your only choices are FedEx and UPS. FedEx explicitly requires that either the sender or recipient be a licensed manufacturer, distributor, dealer . . . UPS rules are a little murkier but require "...and when such shipment complies with all federal, state and local laws applicable to the shipper, recipient, and package." Some destinations would be legal, others not. I'd be astonished if they accepted such a package. Does anyone have experience to the contrary? I suspect this is about as realistic as finding a sheriff willing to handle a handgun transfer. Long guns are a lot simpler -- you can send them pretty much any way you want.

Yes. A person who lawfully possesses a firearm may transport or ship the firearm interstate when changing his or her State of residence.
Per the ATF website it does seem that I can ship them to myself without going through an FFL. I feel better now that I know that. Still going to cost a lot to ship but it is better than nothing.

    Thanks

I believe you could ship them fedex to yourself and arrange to pick them up at the fedex terminal at the Pittsbugh airport.

    They could, but will they???
    FedEx EXPRESS rules: Firearms

FedEx Express can only accept and deliver firearms between areas served in the U.S. under the following conditions: (1) you agree to tender shipments of firearms to us only when either the shipper or recipient is a licensed manufacturer, licensed importer, licensed dealer or licensed collector and is not prohibited from making such shipments by local, state or federal regulations; (2) the shipper and recipient must be of legal age as identified by applicable state law.
