    Does West Virginia issue non-resident concealed handgun licenses?

    No, they only issue CHL's to WV residents .

    But you can OC as a non resident and OC in a vehicle is legal as well.
    Inside a vehicle you CANNOT conceal carry and you must notify a LEO that you have a handgun in your vehicle if you are stopped.
    It must also be out of reach and in clear view when you get pulled over.

    But when you are not being pulled over, you can have it in reach. Must still remain in the open though.

    I have OC'ed many times in WV and never had a problem.

    Lived in Morgantown for almost a year and I still visit there often. I always OC when Im in WV.

    I would even say that WV is more OC friendly than PA.

    No. See §61-7-4 (a) (2) of the West Virginia Code below:

    §61-7-4. License to carry deadly weapons; how obtained.

    (a) Except as provided in subsection (h) of this section, any person desiring to obtain a state license to carry a concealed deadly weapon shall apply to the sheriff of his or her county for the license, and shall pay to the sheriff, at the time of application, a fee of $75, of which $15 of that amount shall be deposited in the Courthouse Facilities Improvement Fund created by section six, article twenty-six, chapter twenty-nine of this code. Concealed weapons permits may only be issued for pistols or revolvers.     ...
    West Virginia does, however, recognize the Pennsylvania LTCF.

    There are a few points that need clarified in your post.

    Open carry IS legal for non-residents wthout a license(CHL), however there is a section in our natural Resources code that prohibits carrying a loaded firearm in a vehicle WITHOUT a CHL. This effectively makes OC in a vehicle illegal without a CHL or reciprocal license.

    There are arguements saying the game code only applies to when a person is hunting or fishing, but the way the law is worded, it is ambigious.

    We do not have a duty to inform when pulled over. Our concealed law says (I'm paraphrasing) the concealed = not observable in the normal course of business.

    WV also recognizes other permits, like FL,UT,VA. If you have one of those (and you're not a WV resident) then you're good to go.
