Dauphin Co. LTCF - Must have document with last 4 SSN -Update Again
I had the day off and decided to renew my LTCF. It expires 5/2011, and I moved from York to Dauphin County.
I entered and checked my firearm. This was my first time to the courthouse, so I chatted with the deputy and asked where I needed to go.
After waiting in line for a few minutes, I gave the deputy my information. He looked at it (my York Co. LTCF has no SSN on it or even the last 4), then DENIED the application process....No last 4 SSN on my LTCF.
I asked when was this required. He explained that it has been "State Law," and to verify my SSN. I pressed him for which one. He didn't know which one, then got an attitude and kept pointing to the laminated sheet with LTCF requirements for Dauphin Co. And his famous quote: "Just bring in a document with the last 4 of your SSN or don't apply."
I checked the websites for York, Cumberland, Lebanon, and Franklin, and none require any such garbage.
Is the Dauphin Co. Sheriff acting outside the law again?!

I'm in Montgomery County, but my LTCF is blank under the area where it says SS #.
IIRC, I think I even gave them my SS # somewhere on my application, and they just omitted it from the actual LTCF...
I would bet on the guy having a bad day and taking it out on you.
Hopefully someone more local to you will have some better input...

Yes, both PA law.
18 Pa.C.S. § 6109: Licenses
(c) Form of application and content.--The application for a license to carry a firearm shall be uniform throughout this Commonwealth and shall be on a form prescribed by the Pennsylvania State Police. The form may contain provisions, not exceeding one page, to assure compliance with this section. Issuing authorities shall use only the application form prescribed by the Pennsylvania State Police.
And federal law:
The Privacy Act of 1974 requires all government agencies — federal, state and local — that request SSNs to provide a "disclosure" statement on the form. The statement explains whether you are required to provide your SSN or if it’s optional, how the SSN will be used, and under what statutory or other authority the number is requested (5 USC 552a, note). The U.S. Office of Management and Budget, Office of Information and Regulatory Affairs (OIRA) provides guidance and oversight regarding the Privacy Act of 1974. The text of the Privacy Act can be found at the Web site http://www.usdoj.gov/opcl/privstat.htm.
The Privacy Act states that you cannot be denied a government benefit or service if you refuse to disclose your SSN unless the disclosure is required by federal law, or the disclosure is to an agency that has been using SSNs before January 1975, when the Privacy Act went into effect. If you are asked to give your SSN to a government agency and no disclosure statement is included on the form, you should complain to the agency and cite the Privacy Act of 1974. You can also contact your Congressional representative and U.S. Senators with your complaint. Unfortunately, there appear to be no penalties when a government agency fails to provide a disclosure statement.

They often suggest it, just to make the background check process simpler, by potentially distinguishing you from someone with a similar or the same name. That's why, if you decide to provide it, they only want the last four.
But required? Ummm... no.
This sort of thing is the result of the kind of thinking that says "That's the way we do it here.... that's the way we've always done it".
So what? It's still wrong.

Update -
I have submitted two RTK requests which are coming up on their initial response due date. I suspect these will not be answer and deemed denied, so I am preparing my appeal.
In addition, I have spoken with the same Deputy over the phone and learned about what actually happens to the copy of the applicant's SSN......the copy is not destroyed.
I have contacted my local state respresentative for assistance, but I have not heard back. Finally, I have submitted paperwork to the ACLU's Philadelphia Office, in hopes they at least review the items, and contact the Sheriff's office.
Does anyone has any suggestions on who else to contact?

Block 8 on the SP 4-127 (10-2008) form reads:
8. SOCIAL SECURITY NUMBER (Optional, but will help prevent misidentification)
