Sturdy inexpensive reflex sight w/ long battery life?
That isn't an aimpoint or trijicon because I can't afford either right now?
Yes, I know.. buy once.. cry once, but in this case I'm willing to cry twice if it means having a reflex sight now rather than later.

A Less than complete spec. You could pick up a used EOTech.

Had this (second combo) on my Ruger MkIII and loved it. Now it lives on my 590A1. I'm getting a new one soon to put back on the MkIII. Note: My "wing" mount required minor clearancing around the switch cutout.Keep perspective, recognize the good in your enemies and the bad in your friends.

I am not sure if they make a reflex sight or just red dots but I have heard good things abour Primary Arms. May be worth checking out.

I have a Trijicon RX01. Great sight. The RX30 is probably as good or better. Neither, though, fits the OP's stated budget.

The solution to this problem is to increase my budget and increase the period of peace on earth so that I will not have any need to rapidly acquire targets in low light conditions.

Daniel defense offset rail attachment on a yhm quad rail free float carbine at either the 11 or 3 o clock position. Or cowitnessing it with irons. Haven't decided yet.
If you just meant what firearm.. an ar15.
