    I'm buying a used shotgun from my neighbor. Do I have to go through a dealer and the background check as I do when I buy from the gun store? My neighbor says no, but I want to be sure. Thanks.

    Long gun transfers between non prohibited PA residents 18 years old and up do not need to go through an FFL. Your neighbor is correct.

    As long as your neighbor is a PA resident and not a prohibited person.
