    Default no resident PA lic

Ok I live in teh state have a LTCF, but think my father should get one. He lives in NY and does have a lic to carry in NY so no issue about if your home state won't issue you one you can't here.

Does he just go to the sheriff's office like I did and apply?

    any help would be appreciated.

Any county sheriff's office should be able to help, however, it seems only the Centre County Sheriff is willing to do it...

He could just go to your sheriff...or the one closest to him. the trick will be to find one that follows the law and will issue to a non-resident.

alternatively....he could apply to Centre County. he is still doing it through the mail.

Since he lives in NYS, he could try one of the northern tier county sheriffs.

There are several in the northern half of the state that issue to non-residents. Tioga Co is an exception, but many of the rest do. That might save him a trip all the way down to Bucks County where you live this time of year.

Here is the list of counties, the "NR Permits" column is what to reference to. That list might be outdated, but it should be pretty close.

Going to have to get that column fixed so they ALL read Yes.

I'd call first and make sure they will issue to a non resident. As stated, they are required by law to do so (if the applicant is qualified), but some sheriffs disregard that... just because they feel like it

Completely depends on the county, up state that is not a big deal, anyway, none of them are valid in NYC.

Outside of the ones issued by NYC, NYS Target/Hunting license are Full Carry licenses, but if you get caught violating the terms they will revoke it.
