A hacksaw and a file. It's not brain surgery, just be careful (especally about finished length!), If you need to use a square, use the ribs between the barrels as a guide, not the tapered barrel sides.
Use a little PC7 or epoxy putty to fill the gaps between the upper and lower ribs and the barrels.

It depends on just how perfect a finished product your looking for. A common fine toothed hacksaw and a 6" round file will git-'r-dun. If precision and aestetics is the goal a decent machine shop can bandsaw the barrel and machine the muzzle perfectly, as can a good gunsmith.

Take note of ATF restrictions on barrel lengths. If you produce a SBS you can end up in hot water if you don't have the proper paperwork before you shorten the gun. 18" is the shortest before paperwork, commonly people go to 18.25" for margin of error or overvealous LE. Research before you cut.
    When the SHTF......be the fan.

The shop (gunsmithy) is on Upper Stump Rd., just outside beautiful, bucolic Chalfont.
Call before you arrive as there is no walk in traffic accepted. If I do not pick up the phone leave a message and call back #.
I can not hear the phone if the machines are running.
